A driver caught videoing a collision has been found to be an unaccompanied learner with no tax or insurance.
According to An Garda Síochána, officers in Blanchardstown were at the scene of the incident when they spotted the driver using their phone to video the scene.
They were stopped and the driver's lack of qualifications and tax/insurance was discovered.
The van was seized.
In Ireland, using a phone while driving comes with a fixed charge of €120 and three penalty points.
