Blessington Stone & Concrete Plant Hire Limited (T/A Rhyne Rock) have been granted planning permission for a significant development of their operations within their site in Rhine, Killoe.
The end-of-waste activities given the go ahead include the acceptance of inert construction and demolition waste, such as concrete, bricks and soil, and the processing of this material so it can be safely reused as a certified product in the construction industry.
The processing element of the operation proposed will include “standard crushing and screening using the existing quarry plant” with the maximum intake of waste not exceeding 24,500 tonnes in one year. The infrastructure for the proposed ‘end of waste’ activities will also “be limited to bays comprising storage and processing.”
The applicant also stated that their proposed development would require a 'Waste Facility Permit' for the acceptance and processing of the in-coming waste, and that this would be sought through a separate application to Longford County Council.
There were no objections to the proposal. The only correspondence submitted in relation to the development was from the Environmental Health Officer, Kathrina Doyle, who wrote that the Environmental Health Department had viewed the information within the planning application and confirmed that the development “shall not be a source of pollution to watercourses and shall not negatively impact the quality of groundwater or surface water at all stages.”
In granting the permission, the council attached 9 conditions, one of which stipulated that the developer must take “all necessary measures” to prevent any spillage or deposition of clay, dust, rubble or other debris, arising from vehicles or otherwise, on the adjoining and adjacent public roads during the course of construction works.
